Honorable Scott P. Russell, CFA, RES, AAS, PPS, CCF
Scott Russell is a 4th generation Florida Keys native, born and raised in Key West, Florida. He has been in the real estate appraisal industry since 1991, graduating from Florida State University with a Bachelor of Science degree in Real Estate. Scott started his appraisal career in the private sector, covering the entire county from Key West to Ocean Reef. After about ten years of appraising in the residential sector, he switched gears and moved to the commercial sector. He then obtained his State-Certified General appraisal license in 2003.
In 2007, Scott joined the staff of the Monroe County Property Appraiser office as a field appraiser. Scott worked his way up through the ranks to become a department head, then to chief deputy, and in January of 2013, he was elected as Monroe County’s Property Appraiser.
Scott is a State-Certified General Real Estate Appraiser licensed through the State of Florida. He earned his designation(s) as a Certified Florida Appraiser (CFA) and Certified Florida Evaluator (CFE) and most recently the Certified Cadastralist of Florida (CCF) from the Florida Department of Revenue by completing nearly 300 hours of professional appraisal courses with the International Association of Assessing Officers (IAAO) and the Florida Association of Cadastral Mappers (FACM). In 2019, Scott became one of only ten individuals to earn three designations from the International Association of Assessing officers. He earned the Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), and the Personal Property Specialist (PPS) designations from the International Association of Assessing Officers (IAAO).
Scott is the current 1st Vice President of the Property Appraisers Association of Florida (PAAF), representing property appraisers state-wide. Scott and his wife Dianne (of 27 years) volunteer at Special Olympics events and cheer on their daughter Amber, a Special Olympics athlete.
